Transportation Access Pass
The BLMC Transportation Access Pass is required for all taxis, limousines, and minibuses seeking entry to the Dockyard cruise ship pier. Vehicle owners must submit an application listing each vehicle they operate, along with the full details of all drivers. The pass grants authorized vehicles regulated access to the pier, supporting safe and organized operations.
Application Process
All applications must be submitted to portauthority@blmc.bm
1. All applicants must read and agree to the Port of Dockyard’s Code of Conduct and Terms & Conditions.
2. The application must be filled out by the owner of the vehicle, and must include a valid drivers license of every driver of the listed vehicles.
3. The application must be submitted either online, via email, or hard copy, which may be dropped off to the BLMC office by the application deadline.
4. The application will be reviewed by the BLMC & Port Security.
5. Applicants must bring a valid drivers license and proof of vehicle registration to receive the vehicle permit. The registration and driver information must be the same as that submitted on the approved application.
Application Deadline: Friday, March 13, 2026
Applications must be submitted by this deadline to ensure an access pass is issued ahead of the April 1 start of the 2026 cruise season. While applications will be accepted year-round, those received after this date may not be processed and confirmed before April 1.
Access Pass Distribution: Monday, March 16, 2026
All vehicle owners will be notified via email once their application has been approved. The access pass will be available for collection only after this confirmation has been issued.

No. There are no fees associated with the authorized access pass at this time.
How long is the pass valid for?
The access pass will be valid for one year. All vehicle owners will need to reapply for a new pass before the start of each cruise season
Who should apply?
Taxi, limo, and mini bus drivers that want to pick up passengers from within the gates of the cruise ship pier, while a cruise ship is in port, OR any vehicle seeking access to the pier while a ship is in port.
Does this access pass apply to all of Dockyard?
No. The access pass is only required for entering the cruise ship pier when a ship is in port. This pass process does not affect transportation through the main gates of Dockyard.

To maintain smooth operations in the General Transportation Area (GTA), only vehicles displaying an authorized windshield sticker will be granted access. Commercial vehicles such as taxis, mini-buses, and limos must follow a strict call-up process, monitored by BLMC, which reserves the right to revoke access for non-compliance.
The Access Pass is strictly for pick-up and drop-off purposes. Parking or leaving vehicles unattended is not allowed, except in emergencies. Any violations may result in permit cancellation. Drivers must comply with directions from Dockyard’s Traffic Officers and security personnel at all times while in the transportation area.
